Look the 7.0.0 pre release repository :

https://files.kde.org/digikam/

and yes, all files grow of 250Mb compared to 6.4.0.

This is due to use a new DNN face engine, and especially the Yolo face
detection model, which is a pure binary file including a pre-trained data
of faces for the neural network :

https://invent.kde.org/kde/digikam/blob/master/core/data/facesengine/dnnface/yolov3-wider_16000.weights

Without this binary file, the deployment size come back to the 6.4.0
value...

We are talking between developers to found the right way and a possible
alternative. 7.0.0 is not yet in beta stage and plenty of stuff will
changes before the first beta and the final release planed in february or
march 2020. So please be patient.

Best
