[Digikam-users] debian testing support

Have a look at the debian package tracker:

The specific bug in question is: https://bugs.debian.org/787349
It states that "extra/libkipi/pics/kipi-*.svg" is declared as 
cc-by-nc-sa on source. They suggest to remove libkipi and instead 
build-depend on the package libkipi.
