Not yet, and it's not planed to 0.9.0.

Actually GPS tool is a read only GPS metadata viewer. There is no link with 
database and other digikam parts.

GPS tool improvement is planed later than 0.9.0. I recommend you to post in 
B.K.O your wishes when 0.9.0 final release will be published (certainly 
during summer).
