[Decibel] Visual C++ needs some exports

Hello,

The attached patch exports some symbols (operator<< and operator>>),  
as needed by Visual C++.

The patch is NOT intended to be applied as-is but only as a hint to  
modify the generator scripts. I've been reading them for a few minutes  
but I've been unable figure out what to modify to get those EXPORTS in  
place.
