[Decibel] doc review

Hi,

I'm in the process of reviewing Decibel in kdereview and I have some
questions:

1. How do I build the API docs? (there's no information in INSTALL or
README)

2. I couldn't find any tutorials (granted I didn't look very hard).
While I imagine that a lot of the tutorial information is more Tapioca
or Telepathy specific, they would be nice to have, since so far, the
docs I've seen on telepathy.freedesktop.org didn't exactly turn the
light on over my head.
