I think thats the problem - it looks like the URL has changed for the
svn repository.
I'm not sure where I got the instructions from, but I used the
following command to
get the tapioca-qt svn. Please try this and let us know if it doesn't
work either.

svn co https://tapioca-voip.svn.sourceforge.net/svnroot/tapioca-voip/trunk/tapioca-qt
