[Decibel] KWallet Integration

OK, here's a patch and a couple of new files that allows decibel to
store account details in KWallet. Its very
rough and messy and basic... but I thought I'd put it out there just
to let everyone know I'm working on it. :)

It works - just - no better than the 'simplistic' implementation
currently in SVN. I'm pretty new to KDE programming
so I'm sure there are all kinds of hideous things in there. There is
also quite a lot of qDebug() mess in the patch.

There are quite a few questions I need answered about how to store the
data so I can improve on this, but that will
have to wait until a later email/irc as work is calling.
