[Decibel] Initial SVN checkin

Hello!

I just dared to commit the first batch of code for decibel to
svn://anonsvn.kde.org/home/kde/branches/work/decibel

The code is not yet feature complete and the most interesting thing
you can do with it is to run the testsuite on it, but at least
something is there:-)
