I don't fully understand the feature maybe because my alphabet is rather Latin-based. But isn't what you mention is a new input method/<span class="">IME</span>? If so, as such place for its implementation isn't at Calligra level but at a computer operating system's level, even above Qt itself. So it can consistently serve for all applications.
