Just so you know, you can already do this in Amarok.

Try right clicking on an album, or on an artist.  You'll have the option to 
set metadata for all the tracks.  (Or you can select multiple tracks if you 
like).

Of course, this isn't a per-directory setting per se, but as many people have 
their music in an artist/album directory tree, it works quite well.
