If a wallpaper thumbnail for an activity is not available when requested, then
re-generated it.

Reproducible: Didn't try

Steps to Reproduce:
Remove the on-disk thumbnail for an activity, show it in the activity switcher.


Expected Results:  
A new thumbnail should be generated.
